I don't recall seeing a CX Transit desk in MNL -- when you exit airside there will be a person holding a list of names for your eventual transfer to your Cathay flight back to Hong Kong.

The good thing with your DOH - MNL - HKG return leg is that Qatar and Cathay Pacific use the same Terminal in Manila (Terminal 3), which is way more convenient than having to transfer terminals.
