The UA SYD flight usually always arrive at TBIT; most morning UA INTL arrivals go to TBIT. If it arrives before CBP opening hours, which happens a lot, especially with favorable winds, I don't believe the aircraft door can be opened. I recall my last arrival from SYD, we all sat on the plane for 30 minutes while waiting for CBP to open at a TBIT gate.
OP, if you have no checked luggage, have GE, in the front of the plane, flight arrivals on time, you know your way around, you may have a chance at the 7am flight. 30 minutes at a min. between clearing immigration/custom, haul your behind to T7, reclear security at T7...I have done it, and I don't recommend it to anyone. Your cushion would be 15 mins or less.
