Even since UA moved Australian arrivals from mid-morning to early morning, they've been arriving at TBIT (I guess unless greatly delayed).
I've never arrived at TBIT that early and don't know how they operate. But I've arrived SFO once at the tip of G at 0451 and another flight arrived next door at 0550. They didn't open the plane doors (not the USCBP door) until 0600. I in PP got off like 0604, to begin the long walk toward USCBP.
