Yes, I think one can count on this taking way longer than expected. The 2029 timeline is already "late." When the new AirTrain was first announced, it was expected to begin operations in 2026. So we see that it has been pushed back three years, right off the bat.
This highlights the fact that for the next 5-10 years there will not be easy access to Terminal A, whether for passengers who use public transportation, or for those who arrive at B on international flights.
Which is why, I believe, it would be wise for Port Authority to look at a temporary fix; extending the current AirTrain to Terminal A. There has to be some contractor out there who knows how to do this.
