Since it's the final airline that becomes responsible, why would so many airlines be reluctant to tag bags through to other airlines. You'd think they'd all be happy to pass any potential liability off to another airline!
The final airline may be responsible for handling the customer, that doesn't mean that the costs are not passed back to the carrier at fault
