I've had similar experiences. Last time, for a flight departing at 1:20 AM was told SDC wasn't possible till after midnight. The flight would be closed by then. Second call to a competent experienced Concierge and the change was made as it made sense. My read on it is that they can make the change before midnight but not all agents will do changes outside strict rules even when it's the only thing that makes sense.
When SDC works through OLCI, I think the only two requirements are:
1. check-in is open (which it obviously is if you're in OLCI)
2. the new flight is on the same calendar (or operational?) day
So it's frustrating when agents say the rules are different.
