You earn the 30% of mileage flown MQD when booking partner business class fares no matter what the actual price is. A 14,000 mile trip will always earn 4200 MQD whether the actual price paid is higher or lower than that. But if you have already booked on delta.com, as DL coded flights, then yes, you will only earn based on the base fare + carrier-imposed surchages.

You can change FF account under Passenger Information selection for itin on delta.com. You first need to remove your DL FF number and then add FB number (you must create account first on FB site and then add to your delta.com profile.
