Is there some major event going on when you planning on staying that would explain the restriction? Major event would be things like the superbowl, political convention, NCAA March Madness, etc. in the USA. Not sure what the equivalent major events would be in Tunisia. If there isn't a major event to justify the extra cancellation restrictions, then stay somewhere else. Seriously, that is probably your best option. If the property is that difficult to deal with during the reservation process, it is likely they would be difficult to deal with during your stay. YMMV....
