Not sure I understand what AGR has to do with it if you were booking with dollars. In any case, sometimes they go up, sometimes they go down. It depends on how full they are which Amtrak no longer allows you to see. If a price goes down you can call Amtrak and get a refund on the difference (before travel, of course).
