When I have received these notices in the past, sometimes the offer was to change flights (sometimes even flights on a different date) for free and sometimes the offer was to put in a bid to give up my seat (at the gate, at the last minute, if they needed it) and a chance to choose another flight in advance if they needed my seat, but I have never been offered "sure thing" money in advance to switch flights.
It's rare, but it does happen that AA will offer money to confirm change in advance (as opposed to a bid price that is confirmed at departure).
