I don't know about actual availability of EVs other than getting a note that they might give me an EV when I rented at LIH in October. But, I suggest researching charging availability before taking an EV. We're currently in the Poipu area (yes, back again after being here in Oct/Nov) and the only public ones in Poipu at the Kukuiula shopping center have been blocked by staged construction materials since November. I believe all other Poipu chargers are at resorts that at least officially say are for guests only.
