I rented a convertible in ABQ a couple years ago and the agreement explicitly restricted me to New Mexico, Colorado, and Arizona. But the agent at the counter told me it wasn't as if they would hunt me down if I went to Texas or Utah, just that I absolutely needed to stay out of Mexico.
