There was a processing glitch last fall affecting renewal GE card production. You need to open a ticket with the TTP help desk and ask that your new card be sent to you. Go to
https://ttp.cbp.dhs.gov/ and before logging on, simply scroll to the bottom of the home page and under Contact Support select the option "Need Help?" to get to this option:
