During the winter (supplying warm air) this can make the cabin quite stifling. I don’t know if that has anything to do with your experience or not.
This is not always the case. At least in the US, at many airports/jetways it is common to have a temperature-sensing probe connected to the PCA which is brought into the cabin during PCA use. The PCA control system will adjust discharge temperature based on current cabin temperature and the anticipated ability to achieve a setpoint at the cabin’s current rate of change in temperature
