Many airports have stations where they sell shrink-wrap for luggage and install it all over your luggage, but if TSA needs to get in it they will just tear it off and also tear off the neoprene covering. I had baggage handlers remove stuff from the outer part of my luggage and I wouldn't trust them to put on a neoprene covering once they removed it. Bag in a bag would work better. My briggs/riley baseline luggage has nothing and I keep it clean.
