That way most people will still get a hot meal if they want one, and some may actively choose a salad in any case. This is the same as mainline I think - there is a choice of hot or cold meals. I don't know why Cityflyer takes the view that with more than 24 passengers, everyone gets a cold dish. Perhaps some operational reason which is beyond me.
