That actually works in your favour - they have a less onerous boarding close of 15 minutes beforehand. The 30/45 minute bit is effectively just a recommendation since the bit that matters (you will not be allowed to board) can only happen after boarding ends, which the CoC say happens 15 minutes before departure.
I fail to see how IDB doesn't apply here. Admittedly it may be a question of how you can prove that you were there 25 mins before, so perhaps you should make a SAR to HAL to get the CCTV tapes by way of independent evidence?
