It seems like the OP is focused on “breakfast in the restaurant” as an elite welcome benefit (not the lounge, not a voucher, etc). This is only offered at full service, legacy Starwood brands - St Regis, Sheraton, Westin, Le Meridien, W, Tribute Collection, Luxury Collection, as well as resorts for certain legacy Marriott, full service brands (Marriott, Autograph, JW Marriott, Renaissance).
