Yeah so I got through to a chat agent. Apparently policy changed on 1/1 such that exit rows are now only available free of charge to AA and AS elites but not to other OW elites. OW elite can still select seats in the normal preferred seating section.
Interesting and surprising.... It's not like exit row is PC or FC.... it's just seat with more legroom and half don't even recline. I'm surprised both by the OW exclusion in general and the differentiation of AA from other OW partners.
