Right now the setup seems to be all flights, with the exception of all domestic flights and most MH/OD international 737 flights, using the satellite terminal (C gates), which require a bus transfer from the main terminal (G/H gates for international, A/B for domestic). Were your relatives originating at KUL or connecting from elsewhere? If originating in KUL, there would've only been one bus transfer involved: check-in and immigration --> Plaza Premium Lounge (located in the main terminal) --> bus to satellite terminal for security and boarding.
