Ummm, no. It's somewhat safer in certain areas, at certain times of day but Cape Town also has a murder rate twice that of Johannesburg. But to say Cape Town is "much safer" is misrepresenting things. You still need to be street smart and cautious there.
We have family who live in a very nice area downtown near Long Street and you 100%, absolutely, do not go on foot after dark.
We were there over Christmas and I'd echo what you say here. We went to a couple of bars on Long Street, and there were security guards every few yards - and that was during the day! We didn't feel uncomfortable, but we didn't venture too far from the V&A waterfront after dark.
Ubers are plentiful and cheap to get around without walking far.
