That's certainly her choice, but as I'm sure you both know, it's an extremely limiting choice in the US, where there is often no viable alternative to ground transportation. (I didn't mention Amtrak originally because I wasn't sure if they served Harrisburg).

DCA-MDT Is 94 miles. DCA-ORD-MDT is 1,206 miles. I love to fly, and even I wouldn't do that.

Regardless, it seems that OP has found the desired fare construction, and I'm sure UA will happily accept payment.
