Just about - after you clear customs and re-check your bags, you'll go through security again.
Regarding re-checking your luggage - Some airports/airlines will have a transfer desk after you clear customs to recheck your luggage right there. I'm not that familiar with ORD, but their website says they do have that for UA and AA, otherwise if your airline doesn't have a counter, you have to re-check your bags at the regular airport check-in counters.
