If you were charged an annual fee for the AU card you could file a CFPB complaint explaining that Citi advertises a benefit which they have not delivered. The CFPB does not "investigate" individual complaints, but they will send it to different people at Citi who will be motivated to fix the problem. If there was no fee charged I would say you do not have the correct class of AU card.
