This is by design. You can still do this using SWUs or miles+copay. C inventory is managed by revenue management pretty tightly. IMO, the system worked pretty well as it incentivized you to use an instrument vs. getting something for free.
I do agree that the whole mechanics of the program was a mess. It's like they built an entirely new way to do things independent of the standard SWU, miles+copay process that required specialized teams to work on it. Getting points credited was a nightmare.
