Well if the loose bolts issue is only being found on 7M9's that haven't yet undergone a heavy maintenance check (plug not inspected by UA since initial delivery) then it would heavily suggest an installation issue as opposed to a design issue. And therefore since all the 739's have undergone heavy maintenance, multiple times, they shouldn't have any loose bolt issues.
