I'm staying because I have business for a week in McLean. The Tysons Regency is objectively the best choice by convenience and distance, but I've already stayed there. I see SUA availability for the full week at both properties. No points budget.
You're better off staying at the HR in Tysons. The HR in Bethesda is 40 minutes away and nothing special unless you're going to be in that area. The PH in Washington is nice, but very inconvenient for what it sounds like you'll be doing. If you are going to have free time to spend in the hotel, I would consider doing one night at the PH and the rest at the Tysons hotel.
