If it's rejected I'd re-apply. If it's approved, might be easier to reach out to them and see what they say is the best path.

The reason you were charged less is that Australia residents do not pay the additional IVL fee (NZ$35) that most others do, so by claiming you're an Aussie resident they will have not charged you that fee. It may be possible to simply pay that separately.
