TSA/LEO probably considered the blade in the shoe as an attempt to conceal a weapon, as opposed to someone accidentally leaving a kinfe/scissor in a bag. "Artful concealment" is listed as an aggravating factor in the TSA guidelines on how to prosecute and fine passengers found with prohibited items.
