Anyone know if there's some published policy that limits PQD earnings on partner airlines, or did I run into some kind of glitch?
Yep, max of 1,000 PQD on Asiana or other Star Alliance partner flights in Biz Class - my J ticket on Asiana last July was also near $3,000!

You fly Biz Class on a Star Alliance carrier because it’s better than United Polaris, not to earn the maximum number of PQD as to do that, you need to fly United.
