Yes there is a cap per segment for partner flights non on UA ticket stock.. In business 1,000 PQPs and economy 500 for standard partners and 1,500 & 750 for "preferred" partners

Note if not on UA ticket stock, price is not a factor,just distance, fare class and preferred / non-preferred carrier
