This is the new normal, and is quite consistent across multiple airports in the world. Due to various factors there are not enough staff, and there will not be enough staff. Get used to it, it will not improve. Look around you in your daily life, you will notice this lack of staff affecting services (shop closed, restaurant closing early, bus lines shortening schedules) everywhere.
You want to avoid the issue : carry on.
Not enough staff is an excuse by lousy managers. It's not like people have magically disappeared from the face of earth. They just went to work for someone who gave them a better offer.
The real solution is to vote with your wallet. As long as providing lousy service is better for their KPIs than investing into staff, it's not gonna change.
