In 2023, arriving at ORD the experience has been hit or miss, partially due to construction. When a dedicated MPC lane is open it is really fast. The delays come in when you are combined with all the other passengers.

My strategy is to submit on the app and hope for the best. You have nothing to lose and potentially much time to gain.
