This language simply hasn’t been updated since the programme was expanded and the app brought in house. I have successfully traveled multiple times with ESTA Visa Waiver travelers who have used MPC without issue.
(Funnily enough, I just opened my own MPC app to prove this - as I usually use GE and don’t check this app often - and look what popped up!)
