Overall, I have given up on this benefit and just accept that my luggage comes out whenever.

And yes, both FRA and MUC seem to have massive personnel issues for all ground services, so I have become very experienced in focusing on the really necessary clothes in a cabin luggage plus a (rather big) backpack.
Works even in premium eco.
Yes, doing the same on my upcoming flights via FRA, carry on & a very lightweight back pack which is fine for clothing & that is in F, desperate times call for desperate measures…..
