Seat access fees (E_, preferred, ...) have long been refunded on cancel or change. What may have change is when. In the past the automatic refund did not occur until have the original travel date (unless you called and requested soon). There have been some reports UA is now doing that at time of change (but not sure there have been sufficient reports to confirm).
