definitely not fixed but it depends on the flights. I was able to book CTS-HND (though can't remember if there was a tax component for these segments), for example. But I cannot book KMJ-ITM. Seems to relate to distance/length of the flight but don't know for sure. Like many things ba.com - sometimes things works, often do not.
