In my limited experience they'll ask for volunteers for either downgrade or alternate routing in J. Otherwise they'll involuntary downgrade people. If you have flexible plans, look at alternative routings which would work for your travel and have those ready as they'd much rather have volunteers than force anyone back to P+/Y.
