Much as I am loathe to excuse rude behavior, there's a technical reason for why people using headphones talk too loudly on cell phones. Cell phones don't give good enough audio feedback on how loudly your talking. The solution, which I learned the hard way, is to only use one headphone/earbud so you can hear how loud you are.

On the other hand, people who use their speakerphone in public deserve public ridicule.
