Policies, if not enforced, don't really seem like policies. IMHO, this loss of control falls on the FAs who ignore bad behavior by not enforcing the policies. Same goes for Admirals club staff. They have some form of authority. Fellow passengers do not.
If the FAs spent their time policing all ot the passengers acting like children, they would have no time to do anything else.
