Seems quite harsh response (in my view anyway) and to be embarrassed. Not sure I totally understand why someone would be embarrassed by an accident like this (its called an accident because that's exactly what it is, an unintended and unplanned serious of events that resulted in catastrophe), with which they had absolutely nothing to do with. And embarrassed in front of whom, I mean who would hold someone who has nothing to do with anything, responsible for an accident like this where they would feel obliged to be embarrassed? By this measure, you could argue that every car accident in Japan could be a cause of embarrassment for someone or the other who was not even involved in the accident. Seems a little absurd. And finally, what are the two possibilities for the Coast Guard pilot, death by seppuku or he is bullied to death by the general population for bringing shame and embarrassment to the country and people? Sorry if I sound antagonistic, but just trying to understand what appears to be an unsympathetic reaction to a what is clearly a tragedy.
