There are enough meals for everyone in CE - the only ones who are not catered for are operational upgrades or those who have paid for upgrades on the day, they should be served last with whatever is left. You may not get your first choice, but you should have a meal. Saying that they have run out is not acceptable, I would be complaining every time that happens if I were you.
As you noted, the only meals you can pre-order are special meals. There is no mechanism to order normal meals pre flight.
In addition to operational upgrades and paid on the day upgrades, when flying in CE on Cityflyer from GLA to LCY I have often been advised that there has been no meal loaded for me in the circumstances where I do a same day change to either an earlier or later flight in the day.
