The $45K is "cash" for cash fares. The $15K can't be used directly as cash for cash fares, you can only get award tickets with it at fixed redemption rates (for yourself or others). For instance, $1825 in amenity funds can buy you a round trip K fare from the US to Asia, which would probably cost around $700-900 in actual cash fares. Being an award ticket, you earn no miles from it, however I haven't been able to confirm whether or not you earned PQP/PQF. See here -

Although UA gives you 25% back, I think it really only comes down to 10-15% back in actual cash value once you factor in everything. And probably closer to the lower end at that high of an investment. There are big discounts on international J fares though if you go with the Flex program, so it could be worth more depending on how you use the cash portion ($45K).
