No.

Amenity funds can be used to purchase UC passes, UC memberships, travel certificates, status, subscriptions, etc.

And yes - UA is trying to deter people from just using this program to reach status.

Best scenario: You consult occasionally for a guy who is already GS for life. You convince him that signing up for PassPlus is good for his company (as he already spends $200k+ on travel). You tell him to assign the available GS status to the guy he wants consulting for him (who has MMer status)
