There is no 'national do not rent' list. Avis does not talk to Hertz about their rentals, customers etc. The manager is making crap up and clearly has no clue.

Sounds like another case of Hertz garbage IT and even worse customer service, like when they were sending cops to arrest valid renters saying the car was stolen.
