In terms of the traveler's ability to plan effectively, I don't think simply reporting OTP, or in other words "% of flights late", i.e arrival >15 minutes after the advertised time, is a very useful parameter because it says nothing about how late is late. A more useful metric would be the arrival time of the 90th percentile relative to the advertised arrival time.
