I had tried to file a claim for Art. 7 EU Regulation 261/2004 using lufthansa support (compensation-in-the-event-of-flight-irregularities). However, I got a response stating that this regulation does not apply because my flight was from BLR to SFO (not to/from an EU country). This was strange considering that Frankfurt was the transit country.

Transit country doesn't matter for EC261/2004. You are protected only from the EC on all carriers and into the EC on European carriers.
You may have some protection under DOT or under Indian laws. You should look into that.
