I tried it already and I got the same reply as what you said. It doesn't apply in this case because the trip didn't start/end in EU.

File for an involuntary full refund with CapitalOne.
Sorry still learning things here. In the next paragraph, you mentioned that it's fully Lufthansa's fault in this case. So will Capital One internally have to file for a refund with LH, and will LH be the one that eventually has to pay up?
Another thing I might not have clarified in my initial post was, the flight I booked for Jan 10th was fully refundable. So monetarily, i was only out a total of 20$, which LH claimed was the fare difference between 30th and 31st.
So when you say "full refund", do you mean refund of this fare difference or the entire ticket or some amount that accounts for inconvenience?

So in case of an ATC (airline initiated change = schedule change, cancellation), the TA has to process the change.
However, if the passenger does a voluntary rebooking directly with the airline, the airline is obligated to do the full reissue / exchange.
Just to clarify, you're implying that the date change in my case was initiated by me right?
