This is not correct. First, award flights book under the flight number of the operating carrier. So if you book ATL-HNL-LIH on DL & HA with miles, ATL-HNL will be booked under the DL flight # and HNL-LIH will be under the HA flight #. Second, you only earn MQDs on award flights if the flight is DL marketed (operated) booked with DL miles. Third, the ratio is 100 to 1 (1 MQD for every 100 miles, not 10 to 1).
ETA: Strikethrough on part that is incorrect on my end. While not on one part of DL.com, the update about partner flights earning MQDs on award travel booked with DL miles is located on another part of DL.com.
