Circling back here, I booked an IHG property with the $200 promo. I had it in writing from the hotel that it was a qualifying rate for points but the stay posted as non-qualifying. Got it adjusted by IHG customer care after the stay but they also claimed it was non-eligible. I will say that few at the hotel seemed familiar with the program and benefit delivery was not smooth (a lot of confusion at check out). Not an experience I'd be rushing to repeat barring another crazy discount offer like the $200 one.

I had an opposite experience at Intercontinental Barcelona - every agent I spoke to was familiar with the C1 program and every benefit was honored, including waiving some amount I went over the $100(EUR 85) for dining.
My experience was like mreay. Once at the hotel, IC Singapore they said it's non-qualifying so no IHG Diamond benefits. I also did not receive the night credit.
Given this experience I am unlikely to use C1 in the near future. In fact the main reason I often avoid Amex FHR is because it's too often non-qualifying and C1 seems quite similar with diverging reports from different people here with no rhyme or reason for what qualifies (like IC Barcelona) and what does not (like IC Singapore). I don't want to deal with the lack of clarity - no thanks.
